Mr. Hines has over 20 years of experience as an environmental professional. He has managed large interdisciplinary teams through much of his career and has built strong relationships with stakeholders through the programs and teams he has administered. His comprehensive knowledge of surface compliance for the oil and gas industry includes natural resources inspections and permitting, stormwater planning and inspections, SPCC compliance management, spill response and reporting, site characterization and remediation, waste management, water quality monitoring, soil gas surveys, facility decommissioning, interim and final reclamation, and vegetation monitoring and maintenance. His background includes experience in regulatory compliance and permitting, public lands research, endangered species surveys and management, wetlands delineations, spatial data collection design and analysis, and Colorado Energy and Carbon Management Commission reporting and National Environmental Policy Act (NEPA) permitting. From his earliest days as a Field Technician with the US Forest Service, through his time as an Environmental Specialist at Encana, Regional Oil & Gas Program Manager at Apex Companies, and into his current role as Senior Managing Partner at Confluence Compliance Companies, LLC, Mr. Hines has excelled in his roles through open communication and a desire to identify and resolve challenges and achieve successes as a team.

Mr. Gibson has over 10 years of professional experience in the field of geoscience, primarily within the oil and gas industry of the Rocky Mountain region. His varied roles have included both consultant and company representative, where he has gained experience across multiple environmental management disciplines. These areas include water quality monitoring, waste management and spill response, site characterization and remediation, stormwater management, facility decommissioning, as well as interim and final reclamation. Beyond his environmental focus, Mr. Gibson is adept in data management and systems development, driving efficiencies, and enhancing both project management and reporting capabilities.

His expertise spans a wide spectrum, encompassing essential areas such as spill response and reporting, site characterization and remediation, waste management, water quality monitoring, stormwater planning and inspections, SPCC compliance management, and facility decommissioning. Mr. McKisson's proficiency also extends to underground ground storage tank programs, as well as navigating oil and gas environmental compliance intricacies in states including California, Colorado, Wyoming, Utah, New Mexico, and Texas.

With 13 years of experience as an environmental professional in natural resources, Mr. Jones has honed his expertise in regulatory compliance, permitting, public lands research and management, and endangered species surveys. His comprehensive background includes wetland delineations, spatial data collection and analysis, ECMC reporting, and NEPA compliance and permitting. Over his career, he has effectively managed and contributed to interdisciplinary teams, fostering strong relationships with stakeholders.
Mr. Jones is well-versed in surface compliance for extractive industries, including natural resources inspections and permitting, stormwater planning and inspections, SPCC compliance, spill response and reporting, water quality monitoring, soil gas surveys, facility decommissioning, and both interim and final reclamation. Additionally, his skills extend to vegetation monitoring and maintenance.
From his start as a Field Technician, Mr. Jones has grown in title and responsibility in advanced roles such as Wildlife Biologist, Senior Ecologist, and Regulatory Specialist. He now serves as the Reclamation Program Manager at Confluence Compliance Companies, LLC. Mr. Jones's success is rooted in his task-oriented approach, open communication, emphasis on team success over individual achievement, and proactive problem-solving.
Mr. Axelson has worked primarily as an Environmental Protection Specialist (EPS), Geologist, Project Manager, and Environmental Scientist for 35 years. Three years of experience were gained in mining as an Exploration Geologist, and 16 years of environmental work was performed working for environmental consulting firms. His experience in consulting included work on a variety of projects performing assessment and remediation at sites contaminated with petroleum compounds, chlorinated solvents, and metals. He served as a Project Manager in consulting and performed remedial investigations for commercial clients as well as government entities such as the Air Force Center for Environmental Excellence (AFCEE) at various facilities and military bases throughout the country. Prior to joining the Colorado Oil and Gas Conservation Commission (COGCC), he worked as a Construction Engineer, Survey Engineer, and Assistant Construction Coordinator for the Program Management Contractor at the Rocky Mountain Arsenal as a team member on large implementation projects and site-wide support projects. He worked for COGCC as an Environmental Protection Specialist and became the External Remedial Supervisor in 2013. He filled a temporary Interim Environmental Manager role for a ten-month stint starting in 2019 during rule-making required by Senate Bill 19-181. He retired from State service in August of 2022 and joined Confluence Compliance Companies, LLC, in 2024 as the Remediation Program Manager. He works with a skilled team of project managers and scientists performing site assessment, remediation, monitoring, E&P waste management, and regulatory reporting for clients in oil and gas.
Ms. Nilsen brings over 20 years of experience as an environmental professional, consistently working in the consulting industry. She has skillfully managed projects that range from large-scale programs to intricate, small-scale endeavors. Her extensive knowledge encompasses regulatory compliance in areas such as spill prevention, control, and countermeasure (SPCC); baseline water quality; stormwater planning and inspections; spill response and reporting; site characterization and remediation; waste management planning, profiling, and disposal; waste facility audits; discharge permitting; soil gas surveys; general environmental compliance inspections; and health and safety. Additionally, she is proficient in Phase I and Phase II Environmental Site Assessments (ESAs), Records Search and Risk Assessments, and Transaction Screens. Ms. Nilsen has collaborated with various regulatory agencies including Energy and Carbon Management Commission (ECMC), Colorado Department of Labor and Employment (CDLE) Division of Oil and Public Safety (OPS), Colorado Department of Public Health and Environment (CDPHE), Wyoming Department of Environmental Quality (WDEQ), and Utah Department of Environmental Quality (UDEQ).
